CENTERBURG — Centerburg Local Schools board of education Monday heard a presentation about potential facility improvements from Fanning Howey, a firm specializing in designing learning environments.

The board did not make any decisions about whether to contract with Fanning Howey, with offices in Dublin, Ohio, but it discussed potential projects, community engagement strategies and timelines.

Potential projects discussed included a new football stadium with a gateway; a field house; baseball field; a playground/outdoor learning space; and administrative building renovations to accommodate kindergarten classrooms.

If the board were to contract with the firm, construction on such projects would likely not begin until May 2023, when the district already has bonds set to fall off. 

The firm detailed a proposed schedule of several committee and public meetings leading up to 2023, through which board members, educators, community leaders and community members would have opportunities to provide input on which projects to pursue and how to fund them.

Fanning Howey has worked with 190 school districts in Ohio, including East Knox and Mount Vernon, project executive Dan Obrynba said during the meeting.

If contracted, Obrynba said the firm would ideally want to begin collecting information by touring buildings as early as next month. 

Ohio marketing manager Rose Lefeld and Marv Wourms, who helps lead community engagement work and is a former superintendent, also assisted with the presentation.

Board members raised concern about how the firm would estimate prices given fluctuating labor and material costs coming out of the COVID-19 pandemic.

While the firm acknowledged the concern, both the firm and board noted that bidding would not happen until 2023, and there may be more economic stability at that date. 

The board did not set a date as to when it must make a decision about contracting the firm.

In other business: 

Financial items

The board:

— approved school lunch prices at $2.85 for high school and middle school, and $2.60 for elementary school for 2021-22 school year. 

— set substitute teacher pay at $90 per day, the same rate as the previous year. 

— accepted an anonymous $100 donation to the cafeteria.

— approved a resolution to authorize META Solutions to advertise and receive bids on the board’s behalf for the purchase of one, 72-passenger conventional school bus.

— approved several $100 stipends were for classroom trainings, including for Ready Classroom training, Core Knowledge Language Arts training, Into Reading training, and PAX

— approved the Certificate of Total Amount from All Sources and the Permanent Appropriations, both for the 2022 fiscal year. The board also adopted the Treasurer’s June report with a total fund balance of approximately $7 million. 

— Approved fees for fall and winter sports passes and ticket prices for the 2021-2022 school year. Sports passes for fall sports will be $60 for adults, $50 for students, and have a family cap of $160. For the winter, adult passes will be $80, students will be $60 and there will be a family cap of $185. Ticket prices are $7 for adults and $5 for students (5-18 years old) and senior citizens for all varsity events. Non-varsity event tickets are $5 for adults and $3 for students and senior citizens.

— approved continued membership in the Ohio Coalition for Equity and Adequacy of School Funding Voucher Litigation membership for upcoming school year for $3,224.00, and approved contracts with Mid-Ohio ESC for vision services and with Tri-County ESC for Medicaid services for 2021-22 school year.

–approved an engagement letter from Julian & Grube Inc. for the 2022 and 2023 fiscal years Medicaid School Program audit, for a maximum amount of $1600 per year.

— approved in-lieu of payments to Stephanie Briggs Lysinger for the 2020-21 school year were approved.

Personnel

The board approved several contracts for teachers, substitutes and volunteer positions for the upcoming school year, including:

— contracts to supply therapy services, including a contract with Leah Clendening of Cornerstone Pediatric Therapy LTD for Physical Therapy services ($58.00/hour) and with Kris Kitzler for Occupational Therapy services (540 hours at $57/hour).  

— four sports volunteers for 2021-2022 school year, pending background checks. Phillip Bryant and Brett Ballinger will serve as volunteer middle school football coaches. Lori Jones will volunteer as the high school volleyball coach, and Josh Moss will volunteer as the head baseball coach. 

— approved athletic event workers for the fall season of the 2021-22 school year. These workers will be paid at the state minimum wage of $8.80 per hour for non-tipped employees and $4.40 per hour for tipped employees. The board approved Jodi Pfeifer, Mary Ann Nininger, Michelle Johnson, Teresa Klopfenstein and Lindsay Daniels as workers. 

— approved Connie Ross, Jessica Thompson and Don James as bus drivers for June 2021 summer school. They are paid from Elementary and Secondary School Emergency Relief II funds, under the Coronavirus Response and Relief Supplemental Appropriations Act.

— approved for classified substitute positions secretarial/aides (Kellie Christy, Martie Conklin, April Miller, Tammy Ross, Billie Salisbury), custodians (Don James, Susan Sloan, William S. Carpenter, Robert Waldnig) and bus drivers (Randy Bradford, Ann Cochran, Matt Weade, Don James, Greg Jordan, Kelley Mead).

— approved several movements, including both Nate Altizer and Kylene Taylor from MA to MA + 15 starting in the 2021-22 school year.

— approved summer hours as needed in July 2021 for Tiffany Hall for elementary office training and approve a one year classified contract for Hall, effective August 1, 2021. The board also approved a reassignment for Jennifer Love, from elementary administrative assistant to high school guidance office administrative assistant.

— approved changing a one-year contract for Jessica Jones from BA step 0 to BA +150 step 0 as well as approved Andrea Lovell as flag corp advisor, group six, step 0, pending background checks.

In addition to the aforementioned contracts, the board approved a litany of one-year, supplemental contracts for 2021-22 school year. Supplemental contracts are limited contracts given to teachers to complete additional duties outside the scope of their teaching duties.

Monday’s meeting was the first monthly meeting back in the board meeting room at the Centerburg Local Schools main building, after previously being held in the Elementary Multipurpose Room.

The meetings will be in the board meeting room moving forward, at 6 p.m. on the second Monday of each month. 

The board comprises President Roger Clark, Vice President Lynn McCann, Tracey Myers, Kris Weldy and Lori Jones-Perkins.
