Allen Henderson, 30, Mount Vernon was cited just after 7:00 a.m. on Tuesday for failing to drive in a marked lane.
Megan Rine, 16, of Mount Vernon was cited at 11:30 a.m. on Tuesday for failing to yield the right-of-way when turning left.
Steven Starner, 22, of Mount Vernon was cited for operating a vehicle without a license.
Accidents:
At 2:30 p.m. on Monday, Donald R. Schmoeger, 71, of Delaware was heading southbound in the right-lane of S. Mulberry Street in his 2005 Nissan Pathfinder. AlexandriaHildreth, 21, of Prospect was heading in the same direction in the left-lane in her 2007 Nissan Sentra. Schmoeger attempted to turn left onto W. Vine Street, entered Hildreth’s lane, and struckHildreth’s vehicle in the side.

At 9:30 a.m. on Tuesday, a victim stated that a branch fell from a neighbor’s tree onto his 2008 Honda Civic while it was parked on the 300-block of Division Street. It broke a rear window.
At 10:10 a.m. on Tuesday, a resident turned over some property found on the 400-block of Howard Street. It included a black Pro Max long-gun case with a pair of broken bolt-cutters inside. Two Master locks were attached.
At 12:30 p.m. on Tuesday, a resident of the 000-block of Hilltop Drive reported the theft of several items from his parked 1993 Mercury Cougar. Among the missing items were two knives and 70 Hydrocodone tablets.
