Arrests and Charges:

Audrianna Clupper, 20, of Mount Vernon was charged at 2:15 p.m. on Monday with theft.

Brandie Pierson, 39, of Mount Vernon was arrested at 5:15 p.m. on Monday for assault.

Gary Rutherford, 23, of Baltimore was arrested at 12:35 a.m. on Friday on an outstanding warrant.

Marinda Rittenhouse, 31, of Mount Vernon was arrested at 4:25 a.m. on Friday for aggravated menacing and for an outstanding warrant.

Anthony Serio, 36, of Mount Vernon was arrested at 2:45 a.m. on Sunday for possession of drug abuse instruments.

Shannon Firth, 43, of Millersburg was arrested at 6:15 a.m. on Monday possession of a hypodermic needle and for possession of marihuana drug paraphernalia.

Todd Sowders, 48, of Mount Venron was arrested at 5:30 p.m. on Sunday on an outstanding warrant.

Anthony Serio, 36, of Mount Vernon was arrested at 2:45 a.m. on Sunday for possession of drugs.

Michael Strout, 35, of Centerburg was arrested at 10:45 a.m. on Saturday for aggravated menacing.

Daniel Walton, 23, of Marion was arrested at 9:00 a.m. on Saturday on an outstanding warrant.

Robert Talbot, 25, of Mount Vernon was arrested at 2:10 a.m. on Saturday for misuse of the 9-1-1 system.

Frederick Murphy, 26, of Mount Vernon was arrested at 6:30 p.m. on Friday for interference with custody of a minor.

Shaun Frost, 27, of Mount Vernon was arrested at 12:25 p.m. on Friday for disorderly conduct.

Dawn Stanley, 38, of Mount Vernon was arrested at 10:15 a.m. on Friday for a probation violation.

Brenden Moore, 34, of Mount Vernon was charged at 10:50 a.m. on Wednesday with a probation violation.

Joshua Senter, 27, of Mount Vernon was arrested at 8:45 p.m. last Thursday (8/18) for theft.

Timothy Llewellyn, 21, of Danville was arrested at 12:00 a.m. on Tuesday for theft and unauthorized use of property.

Scott (Dookie) Llewellyn, 25, of Centerburg was arrested at 12:00 a.m. on Tuesday for theft and unauthorized use of property.

Ricky Matthews, 32, of Mount Vernon was arrested at 1:50 a.m. on Tuesday for possession of drug abuse instruments.

Brischeau Lang, 31, of Mount Vernon was arrested at 1:50 a.m. on Tuesday for drug abuse and possession of drug abuse instruments.

Alvin Burton, 30, of Mount Vernon was arrested at 1:50 a.m. on Tuesday for drug abuse.

                                                       

Traffic Citations:

Richard Ugie, 50, of Dresden was cited at 12:40 p.m. on Monday for running a red-light.

Tara Tomlin, 27, of Mount Vernon was cited at 8:40 a.m. on Monday for operating a vehicle without a license.

Amanda Arthur, 40, of Mount Vernon was cited at 2:55 a.m. on Monday for driving under the influence and for operating a vehicle with an illegal exhaust system.

Juana Ayala, 21, of Mount Vernon was cited at 8:30 a.m. on Sunday for operating a vehicle without a license.

Jullien Moore, 19, of Heath was cited at 7:15 a.m. on Sunday for operating a vehicle with expired or unlawful plates.

Raymond Burkett, 42, of Fredericktown was cited at 2:45 a.m. on Sunday for driving under a suspended license.

David Hershberger, 35, of Mount Vernon was cited at 12:25 a.m. on Saturday for driving under the influence within 20 years of a prior offense, for failing to transfer registration, and for reckless operation of a motor vehicle.

Nicholas McCament, 25, of Frazeysburg was cited at 6:55 p.m. on Friday for failing to assure a clear driving-distance ahead.

John Jacquet, 87, of Mount Vernon was cited at 4:00 p.m. on Friday for failing to control his vehicle.

Charles Hoy, 40, of Lancaster was cited at 12:35 a.m. on Friday for driving under a suspended license.

Leslie Schneider, 44, of Centerburg was cited at 7:55 p.m. on Thursday for illegally turning into a private drive/alley.

Terry James, 57, of Fredericktown was cited at 2:55 p.m. on Sunday for failing to yield.

Joshua Furley, 29, of Mount Vernon was cited at 7:35 a.m. on Monday for operating a vehicle without a license.

Jamie Jackson, 18, of Mount Vernon was cited at 7:30 a.m. on Tuesday for failing to assure a clear driving-distance ahead.

Edith Zornes, 46, of Mount Gilead was cited at 7:40 a.m. on Tuesday for failing to yield when entering the roadway.

Daniel Hipp, 29, of Big Prairie was cited at 5:05 p.m. on Tuesday for running a red-light.

James Arnott, 83, of Mount Vernon was cited at 6:55 p.m. on Tuesday for starting and backing without insuring it was safe to do so.

Accidents:

At 12:55 p.m. on Saturday, Phyllis S. Shannon, 75, of Mount Vernon pulled her 2016 Lexus GS3 out of a driveway at Moundview Cemetary and struck a westbound 2002 Chevy Prizm driven by Scott J. Foster, 38, of Mount Vernon.

At 12:05 p.m. on Saturday, Dean C. Gauch, 69, of Mount Vernon backed his 2001 Chevy Silverado out of a parking space in front of Foster’s Pharmacy on W. High Street. When he did so, he struck a 1999 Ford Expedition driven by Brenda L. Rogers, 58, of Mount Vernon.

At 12:25 a.m. on Saturday, David Hershberger, 35, of Mount Vernon was heading north on S. Edgewood Road in his 2003 Jaguar 24L. He lost control of his vehicle near Claypool Drive, went left of the center, over the sidewalk, and into a utility pole. The pole snapped in several places. Hershberger continued out of control through two fences before his vehicle became lodged and disabled. Hershberger was cited for the incident.

At 4:00 p.m. on Friday, John F. Jacquet, 87, of Mount Vernon backed his 2003 Mercury Cougar out of a parking space in front of the U.S. Post Office. He lost control of his vehicle, careened in reverse onto N. Mulberry Street, jumped the curb, and struck the side of the post office. Jacquet was cited for the incident.

At 8:00 a.m. on Thursday, an unknown driver struck a parked 1997 Nissan NX belonging to Timothy E. Carpenter of Danville in the Truck Pro parking lot on the Parrott Street Extension.

At 7:25 a.m. on Tuesday (8/23), Lori K. Ramsey, 54, of Howard was heading westbound on Mount Vernon Avenue in his 1998 Toyota PC. Trey Robert James Shrimplin, 27, of Walhonding was immediately behind him in his 1995 Lincoln Towncar. Jamie Jackson, 18, of Mount Vernon was behind him in his 2002 Dodge TK. Ramsey slowed for traffic near McKenzie Street and, while Shrimplin followed suit, Jackson failed to do so and rear-ended Shrimplin’s vehicle. The impact knocked U2’s vehicle into the rear of Ramsey’s vehicle. Jackson was cited for the incident. Shrimplin and Ramsey were transported to Knox Community Hospital.

At 7:40 a.m. on Tuesday, Edith Zornes, 46, of Mount Gilead attempted to enter traffic from Taco Bell’s driveway onto Coshocton Avenue in her 2011 GMC Envoy. When she did so, she struck an eastbound 2015 Ford Taurus driven by Rachel Sara Bowers Winegardner, 43, of Mount Vernon.   Zornes was cited for the incident.

At 5:05 p.m. on Tuesday (8/23), Daniel B. Hipp, 29, of Big Prairie was traveling eastbound on W. High Street in his 2015 Chevy TK. Ross E. Hines, 52, of Mount Vernon was travelling southbound on S. Harrison Street in his 2003 Ford Taurus. Hipp failed to stop for a red-light at the intersection of those streets and struck Hines’s vehicle. Hipp was cited for the incident.

At 6:55 p.m. on Tuesday (8/23), James L. Arnott, 83, of Mount Vernon backed his 2006 Chevy Malibu into a parked 2016 Chevy Malibu belonging to the Midwest Car Corporation.

Incidents

At 6:20 p.m. on Monday, a father reported the theft of his son’s cellphone while at school. It had been purchased the previous day and cost $749.00. The School Resource Officer was informed of the situation.

At 2:20 p.m. on Monday, officers responded to a reported shoplifting incident at Kroger. A suspect was issued a summons for petty theft and released. Several items—including Goody Clips, eyedrops, and deodorant—were recovered. They had a combined value of $29.86. A surveillance video was collected as evidence.

At 4:40 p.m. on Monday, officers responded to a report of a disabled vehicle in the roadway on the 1200-block of N. Mulberry Street. The owner could not be reached and it was towed to the MVPD impound lot by Howard Street Garage.

At 5:20 p.m. on Monday, an officer responded to a reported shoplifting incident at Kroger involving $295.80 of merchandise. A suspect was identified. Video surveillance was collected as evidence.

At 4:05 a.m. on Friday, an officer found an unlocked and unattended bicycle sitting in front of The Escape Zone on S. Main Street. It was collected and impounded for safekeeping.

At 4:35 a.m. on Friday, officers were dispatched to the vicinity of the Duke & Duchess Shoppe on Coshocton Avenue in response to a report of threats against Peace Officers.

At 11:20 a.m. on Friday, officers responded to a reported disturbance on Blackjack Road, located the suspect en route, determined that the suspect was having mental health issues, detained him for his own safety and took him to Knox Community Hospital for an evaluation.

At 6:15 p.m. on Friday, officers responded to a report of two females fighting at the Speedway on Columbus Road. A complainant reported that she was parked in the middle of the lot waiting for a pump to become available when another woman walked up to her vehicle and began smacking her in the face. The complainant could not get out of her vehicle so she grabbed a bat and the alleged assailant walked away. The complainant pulled up to a pump and called the police. A report was taken and a surveillance DVD was collected as evidence.

At 6:30 p.m. on Friday, an officer met with an individual regarding a juvenile. Contact was made with the juvenile’s father and, ultimately, a resolution was found to the original complaint. The father was arrested and charged with interference with custody and failure to comply. Witness statements were collected and two Hydroxyzine Hydrochloride pills were collected as evidence.

At 9:30 a.m. on Friday, officers investigating a report of a suspicious person on the 100-block of N. Division Street found a door that was slightly secured. The tenant was contacted and allowed the officers to force entry. No one was found to be inside the residence and officers secured the building before leaving the scene.
