MOUNT VERNON — They started appearing around 5:30 p.m. Tentatively at first, then in increasing numbers. Clowns, princesses, and skeletons filled the city streets.
Many carried lit jack-o’-lanterns; some carried cloth bags, while others had plastic buckets.
But they had all learned one thing: When they said “trick or treat,” someone dropped candy into their bags and buckets.
