MOUNT VERNON — The Mount Vernon Association of Police Chaplains invites community members to gather for the 2025 Mayor’s Prayer Breakfast on Sept. 17.
This is an annual event dedicated to prayer, fellowship, and civic unity. It will be at 7:30 a.m. in Foster Hall on the campus of Mount Vernon Nazarene University.
Hosted in partnership with Mayor Matthew T. Starr, the breakfast highlights the importance of faith and community service. The program features:
● Welcome — Pastor Lucian Baker, Chaplain
● Presentation of Colors — KCCC AFJROTC
● Pledge of Allegiance — Chaplain Jerry Scott
● National Anthem — Miss Ava Grace Burns
● Invocation — Dr. Henry Castleman, president of Mount Vernon Nazarene University
● Keynote Address — Mayor Matthew T. Starr
● Benediction — Chaplain Pastor Marvin Haught
The program will also include presenting the police chaplains who serve alongside law enforcement officers, fire and EMS personnel, 911 dispatchers, and corrections officers. The chaplains provide spiritual support, encouragement, and care across the public safety community.

community,” said Starr, who has a doctorate in business administration.
