MOUNT VERNON – Judge John Thatcher and assigned Judge James Kimbler found 16 people guilty and sentenced four defendants after court trials, arraignments and hearings this week in the Mount Vernon Municipal Court.

These were the cases brought forward by the Mount Vernon Law Director’s Office.

AUG. 17

Assigned Judge James Kimbler found two guilty on Aug. 17.

Zoe Harris, 39 of Mount Vernon, was found guilty of Driving Left of Center. The Court sentenced her to pay a $15 fine.

Logan Hammons, 35, of Danville, was found guilty of Driving Under an FRA Suspension and Driving with Fictitious Plates. The Court sentenced him to pay a $300 fine on the DUS and a $75 fine on the Fictitious Plates charge.

Law Director, Rob Broeren, represented the City of Mount Vernon in the Harris case and Assistant Law Director, Brittany Whitney, represented the State of Ohio in the Hammons case.

AUG. 16

Joseph Ramsey, 40, of Mount Vernon, was found guilty of Obstructing Official Business. The Court sentenced him to serve 60 days in jail, with 53 days suspended, and placed him on one year of probation.

Ryan Hubbell, 18, of Howard, was found guilty of Underage Consumption/Possession of Alcohol. The Court sentenced him to serve 90 days in jail, with all time suspended, and placed him on one year of probation with the following condition: complete a drug and alcohol assessment.

Wyatt Snell, 19, of Fredericktown, was found guilty of Allowing an Underage Person to Remain in the Presence of Alcohol. The Court sentenced him to pay a $200 fine, serve 90 days in jail, with all time suspended, and placed him on one year of probation with the following condition: complete a drug and alcohol assessment.

Austin Ratliff, 24, of New Lexington, was found guilty of Disorderly Conduct with Persisting Behavior. The Court sentenced him to serve one day in jail, with credit for time served.

Shawn Melvin, 36, of Centerburg, was found guilty of Driving Under an FRA Suspension and Operating a Vehicle with Fictitious Plates. The Court sentenced him to pay a $250 fine for the DUS charge and a $50 fine for the Fictitious Plates charge.

Richard Karpinski, 56, of Mount Vernon, was found guilty of Speeding. The Court sentenced him to pay a $30 fine.

Bradley Combs, 46, of Mount Vernon, was found guilty of Driving Under Suspension. The Court sentenced him to pay a $250 fine.

Jamie Kopriver, 33, of Loudonville, was found guilty of Failing to Reinstate her License and Failing to Stop at a Stop Sign. The Court sentenced her to pay a $250 fine for Failing to Reinstate her License and a $25 fine on the Stop Sign charge. Audrianna Clupper, 26 of Bellville, was found guilty of Possession of Drug Paraphernalia. The Court sentenced her to serve 10 days in jail.

William Waits, 28, of Mount Vernon, was found guilty of Possession of Drug Abuse Instruments. The Court sentenced him to serve 90 days in jail, with 60 days suspended, and placed him on two years of probation with the following conditions: complete a drug and alcohol assessment and complete 20 hours of community service.

James Myers, 33, of Southington, was found guilty of Obstructing Official Business. The Court sentenced him to serve seven days in jail.

Brian Grove, 36, of Johnstown, was found guilty of Domestic Violence on June 30, 2022. Today he was sentenced to serve 180 days in jail, with 179 days suspended, and placed him on two years of probation with the following condition: complete the Court’s Hands Down program.

Noah Skaggs, 25, of Hilliard, was found guilty of Domestic Violence on July 5, 2022. Today he was sentenced to serve 60 days in jail.

Kiersten Humphrey, 21, of Mount Vernon, was found guilty of Criminal Mischief on July 19. Today she was found guilty of Operating a Vehicle While Under the Influence. The Court sentenced her to pay a $500 fine, serve 180 days in jail, with 177 days suspended, placed her on two years of community control, and suspended her operator’s license for one year for the OVI charge, and to serve 30 days in jail, with 27 days suspended, placed on one year of probation and ordered her to pay $2,165.48 in restitution to the victim.

Dakota Rhoads, 28, of Mount Vernon, was found guilty of Telecommunications Harassment and Menacing by Stalking on June 14 th . Today he was found guilty of Violating a Protection Order. The Court sentenced him to serve 180 days in jail, with 163 say suspended, and placed him on two years of probation to be served concurrently among all charges.

Assistant Director of Law, Brittany Whitney, represented the City of Mount Vernon in the Rhoads and the Skaggs cases, and the State of Ohio in the Grove case. Director of Law, Rob Broeren, represented the City of Mount Vernon and the State of Ohio in these cases.

AUG. 15

Corey Bednarke, 29, of Hammond, Indiana, was found guilty of Criminal Mischief and Criminal Trespassing. The Court sentenced him to serve 20 days in jail. A restitution hearing is scheduled for Aug. 19, 2022.

Raymond Yoder, 63, of Millersburg, was found guilty of Operating a Vehicle While Under the Influence of a Drug of Abuse. The Court sentenced him to pay a $500 fine, serve 180 days in jail, with 177 days suspended, placed him on two years of community control with the following conditions: attend and complete a 72-hour driver intervention program and complete a drug and alcohol assessment, and suspended his operator’s license for one year.

Perry Prior, 41, of Fredericktown, was found guilty of Operating a Vehicle While Under the Influence and Failure to Control. The Court sentenced him to pay a $500 fine, serve 180 days in jail, with 170 days suspended, placed him on two years of community control with the following conditions: attend and complete a 72-hour driver intervention program, complete a drug and alcohol assessment and complete 15 hours of community service, and suspended his operator’s license for one year for the OVI charge and to pay a $25 fine for the Failure to Control fine.
