MOUNT VERNON — Judge John Thatcher ruled on these cases this week in Mount Vernon Municipal Court.

These were the incidents prosecuted by the Mount Vernon Law Director’s Office.

APRIL 27

Judge Thatcher found one guilty after a court trial was held in the Mount Vernon Municipal Court on April 27, 2022.

Mario Alvarez, 30, of Orrville, was found guilty of Driving Left of Center while being Distracted. The Court sentenced him to pay a $200 fine.

Director of Law, Rob Broeren, represented the City of Mount Vernon in the above case.

APRIL 26

Judge Thatcher found eight guilty and sentenced one other person after arraignments and hearings were held in the Mount Vernon Municipal Court on April 26, 2022.

Amadou Diallo, 35, of Canal Winchester, was found guilty of Speeding. The Court sentenced him to pay a $100 fine.

Michael Clark, 33, of Port Washington, was found guilty or Operating a Vehicle without a Valid Operator’s License and Speeding. The Court sentenced him to pay a $300 fine for having no Operator’s License and a $35 fine for Speeding.

April Stoutenburgh, 30, of Mount Vernon, was found guilty of Operating a Vehicle with Fictitious Plates and Driving Under an FRA Suspension. The Court sentenced her to pay a $50 fine for the Fictitious Plates charge and a $300 fine for the DUS charge.

Lisa Artiguez, 37, of Newark, was found guilty of Possession of Drug Abuse Instruments. The Court sentenced her to serve seven days in jail.

Austin Reedy, 34, of Sunbury, was found guilty of Violating a Protection Order. The Court sentenced him to serve 30 days in jail.

John Ferguson, 58, of Mount Vernon, was found guilty of Domestic Violence. The Court sentenced him to serve 90 days in jail.

Lauren O’Neil, 27, of Centerburg, was found guilty of Failure to Control. The Court sentenced her to pay a $50 fine.

Isaak Armstrong, 22, of Centerburg, was found guilty of Assault. The Court sentenced him to receive credit for time served.

Noah Shull, 41, of Mount Vernon, was found guilty of Telecommunication Harassment on April 5, 2022. Today he was sentenced to serve 180 days in jail, with 150 days suspended, and placed him on two years of probation with the following conditions: complete an alcohol and drug assessment and complete the Court’s Hands Down program.

Assistant Director of Law, Brittany Whitney, represented the City of Mount Vernon in the Ferguson and Shull cases and the State of Ohio in the Reedy case.

Director of Law, Rob Broeren, represented the City of Mount Vernon and the State of Ohio in the remaining cases.

APRIL 25

Judge Thatcher found three guilty and sentenced three more after arraignments and hearings were held in the Mount Vernon Municipal Court on April 25, 2022.

Douglas Boyd, 26, of Fredericktown, was found guilty of Obstructing Official Business. The Court sentenced him to serve 10 days in jail.

Darlene Ruggiero, 52, of Lil Egg Harbor, NJ, was found guilty of Assault and Aggravated Menacing. The Court sentenced her to serve 47 days in jail for each count.

Kylie Elliott, 23, of Mount Vernon, was found guilty of Operating a Vehicle While Under the Influence. The Court sentenced her to pay a $500 fine, serve 180 days in jail, with 174 days suspended, placed her on two years of community control with the following condition: attend and complete a 72-hour driver intervention program, and suspended her operator’s license for one year.

Ashley Hamilton, 29, of Mount Vernon, was found guilty of Assault on March 14, 2022. She was sentenced to serve 180 days in jail, with 145 days suspended, and was placed on two years of probation with the following conditions: complete a drug and alcohol assessment and complete the Court’s Hands Down program.

Ronald Hays, 48, of Utica, was found guilty of Domestic Violence and Aggravated Menacing on March 17, 2022. Today he was sentenced to pay a $100 fine and serve 30 days in jail on the Domestic Violence charge. He was sentenced to pay a $200 fine, serve 30 days in jail, consecutive to the jail time for his Domestic Violence charge, and was placed on two years of probation with the following condition: complete the Court’s Hands Down program, for the Aggravated Menacing charge.

Colton Stiltner, 18, of Sunbury, was found guilty of Assault on March 14, 2022. He was sentenced to serve 180 days in jail, with 167 days suspended, and was placed on two years with the following conditions: complete a drug and alcohol assessment and complete the Court’s Hands Down program.

Assistant Director of Law, Brittany Whitney, represented the City of Mount Vernon and the State of Ohio in the remaining cases.
