Justin “Scooter” Proper, 38 of Mount Vernon passed away on March 8, 2025. He was born on October 12, 1986 to James and Pepper (Blair) Proper in Mount Vernon, OH.
Justin was an excellent guitarist. He could fix anything and was an excellent carpenter, mechanic, handyman and mathematician. Justin was a dedicated, loving, loyal and funny family man, who loved his parents and children. He enjoyed more than anything playing with his kids and spending time with his family, making music and memories.
Justin is survived by his wife Lucy Smith of Mount Vernon, OH; his children Jillian and Jace Proper of Mount Vernon, OH; parents James and Pepper Proper of Mount Vernon, OH; brother Josh (Rachel) Proper of Howard, OH and Daniel (Mikaela) O’Dell of Cookville, Tenn; grandmother Nanny Smith of Bristol, Tenn; mother-In-law Mary Cline of Mount Vernon, OH; father-in-law Barry Smith of Bristol, Tenn; nieces and nephews Kayla, Brenden, Kinsley Proper, Elijah O’Dell and Maliyah Betscher.
Justin was preceded in death by his grandfather Buzzy Blair and stepmother Carla Proper.
Calling hours will be Friday, March 14, 2025 from 3:00pm – 7:00pm at Dowds – Snyder Funeral Home, 201 Newark Road, Mount Vernon, OH 43050 with a funeral service at 7:00.
