MOUNT VERNON – A suspect wanted for kidnapping, robbery and felonious assault by Mount Vernon Police was taken into custody early Thursday.  Travis Ratcliff was indicted on those charges by the Knox County Grand Jury on Monday. The indictment alleges Ratcliff and his accomplice, Simon Boucher, bound and beat a victim for several hours with a crowbar before letting him go. The victim’s ribs were broken and he had several items and cash stolen from him. Boucher was taken to jail on Wednesday. 

According to MVPD Chief Roger Monroe, just aftern midnight Ptl. Collins saw Ratcliff enter 4 East Chestnut Street, apartment A, his residence. Officers attempted to make contact but no one would answer the door. They could hear movement inside. A perimeter was set with the assistance of the Knox County Sheriff’s Office.

Chief Monroe said they had reason to believe Ratcliff would be armed and dangerous. The Mount Vernon Emergency Service Unit (ESU) was called out. Intelligence lead them to apartment C. At approximately 3:05 a.m. the ESU entered and apprehended Ratcliff. No one was injured. He was taken to the Knox County jail without further incident.
