MOUNT VERNON — The Knox County Common Pleas Court sentenced a Mount Vernon man to serve a two-year community control term and 10 days in Knox County jail for pandering sexually oriented matter involving a minor.

Mark A. Day appeared before Judge Richard Wetzel on Sept. 25. Day was ordered to report to jail on Sept. 29 at 9 a.m.

Additionally, Day must submit to an outpatient drug and alcohol assessment, comply with recommended treatment, submit to a term of drug and alcohol use monitoring and maintain a full-time job.

Finally, Day must enter into and complete the sex-offender program through adult court services, comply with treatment at BHP, allow his electronic devices to be monitored by his supervising officer and have no contact with any minors not under his care.

Officials ruled Day is determined to be a Tier II sex offender/child victim offender registrant.

Below is a list of the 10 other criminal court cases that resulted in a sentence in the Knox County Common Pleas Court in September 2025.

One case listed under Sept. 25 technically did not result in a sentence, as the defendant did not appear in court, but is still included.

Sept. 4

— Carley L. Ash, of Fredericktown, was sentenced to serve a one-year term of community control and 180 days in Knox County jail with credit for 44 days served for aggravated possession of drugs.

Ash must submit to an outpatient drug and alcohol assessment, comply with recommended treatment, submit to a term of drug and alcohol use monitoring and maintain a full-time job.

— Steven C. Rainer, of Mount Vernon, was sentenced to serve a two-year term of community control and 10 days in Knox County jail for failing to comply with the order or signal of a police officer and operating a vehicle under the influence of alcohol.

Rainer was given credit for 6 days served and must submit to an outpatient drug and alcohol assessment, comply with recommended treatment, submit to a term of drug and alcohol use monitoring and maintain a full-time job.

Additionally, Rainer is subject to a mandatory three-year operator’s license suspension from Dec. 11, 2024, and ordered to pay a mandatory $715 fine.

Sept. 18

— Sheldon J. Moran, of Frazeysburg, was sentenced to serve an indefinite term of imprisonment of a minimum term of two years and a maximum of three years for amended count one, burglary. Moran was also sentenced to a definite term of 60 days for count two, assault.

The sentences are to be served concurrently. Moran is given credit for 206 days served, along with future days while awaiting transportation to the appropriate institution.

— James C. McClanahan, of Mount Vernon, was sentenced to serve a two-year term of community control and 180 days in Knox County jail for aggravated possession of drugs.

McClanahan was credited with 133 days served and must submit to an outpatient drug and alcohol assessment, comply with recommended treatment, submit to a term of drug and alcohol use monitoring and maintain a full-time job.

— Luanne D. Woolfe, of Mount Vernon, was sentenced to serve a definite term of imprisonment of 12 months for aggravated possession of drugs.

Woolfe was credited with 2 days served, along with future days while awaiting transportation to the appropriate institution.

The court is also assessing a mandatory $5,000 fine, which is vacated due to indigency.

Sept. 25

— Joshua C. Devore, of Newark, was not present in the courtroom for his sentencing hearing. Judge Richard Wetzel ordered a statewide warrant be issued for the arrest of Devore.

— William N. Cordle, of Mount Vernon, was sentenced to serve a one-year term of community control for tampering with records.

Cordle was originally charged with five counts of tampering with records, but was only convicted of one count.

With the community control, Cordle must also submit to an outpatient drug and alcohol assessment, comply with recommended treatment, submit to a term of drug and alcohol use monitoring and maintain a full-time job.

— Joshua D. Goheen, of Mount Vernon, was sentenced to serve a two-year term of community control and 180 days in Knox County jail for having weapons while under disability (count one) and a forfeiture specification as to count one.

Goheen was credited with 121 days served.

The rest of his jail time can be suspended on the condition that he enters into and completes the Day One residential treatment program, submits to an outpatient drug and alcohol assessment, complies with recommended treatment, submits to a term of drug and alcohol use monitoring and maintains a full-time job.

Additionally, Goheen must submit to a mental health assessment, comply with recommended treatment and forfeit a .22 imperial revolver to the Mount Vernon Police Department.

— Rebecca M. Cooper, of Walhonding, was sentenced to serve a two-year term of community control and 180 days in Knox County jail for one felony count of aggravated trafficking in drugs and one misdemeanor count of falsification.

Cooper’s lesser second count of aggravated trafficking in drugs was dismissed, along with a felony count of aggravated possession of drugs.

The court credited Cooper with 90 days served.

Cooper’s remaining jail time can be suspended on the condition that she enters into and completes the West Central Community Based Correctional Facility treatment program, submits to an outpatient drug and alcohol assessment, complies with recommended treatment, submits to a term of drug and alcohol use monitoring and maintains a full-time job.

Additionally, she must submit to a mental health assessment, comply with recommended treatment and pay a mandatory $5,000 fine, which shall be vacated due to indigency.

— Alan P. Ryan, of Big Prairie, was sentenced to serve a one-year term of community control for possession of cocaine.

Ryan must submit to an outpatient drug and alcohol assessment, submit to a term of drug and alcohol use monitoring, maintain a full-time job, submit to a mental health assessment and comply with recommended treatment.
