CENTERBURG — Village Council members waived the three readings and approved an Expedited Type 2 annexation agreement for a Johnsville Road parcel at Tuesday’s meeting.
The agreement is between Hilliar Township, the village, and Thistlegate 16 LLC. Linda Hondros represents Thistlegate 16 LLC.
Thistlegate 16 LLC wants to annex the 85.4 acres to access village sewer services. The village has agreed to provide fire, EMS, and police services.
The property will remain in the township, and the township will receive the property taxes. It will be subject to village zoning.
The agreement stipulates that the owner will not subdivide or split the property during the annexation process.
After the annexation is complete, the owner agrees to submit any proposed lot splits or subdivisions to the village for review and approval.
Additionally, any roads the owner might construct will be constructed by the owner according to village standards at the time of any rezoning application, development plan, or site plan.
The property will come into the village under the zoning classification Estate Residential.
Thistlegate 16 LLC bought the Johnsville Road parcel from Todd and Sondra Swetland in May 2022 for $1,470,000. The Swetlands wanted to develop the 85.4 acres into a subdivision.
In 2022, the Knox County Regional Planning Commission approved a preliminary plat for Mount Olive Farms subdivision, 12 parcels ranging in size from 5.6 acres to 12.32 acres.
The Swetlands did not follow through on RPC requirements, and the commission denied an extension on the project in January 2022.
