MOUNT VERNON – MVPD Chief Roger Monroe announced that it became official Friday that Sgt. Scott McKnight will be promoted to Captain in the very near future. The Captain is the second in command of the department.
The news comes after months of delays and court rulings. Sgt. Kit Morgan scored higher on the civil service captain test. But it was determined that Morgan was ineligible due to the fact that he had not served as sgt for the required one year time period to become captain.
