Amy Lynn Blubaugh, 34, of St. Louisville was cited Tuesday morning for a suspended license due to non-compliance with financial responsibility.
James M. Logan, Jr., 41 of New Philadelphia was picked up on an outstanding warrant issued by Tuscarawas County.
Kevin C. Waggoner, 34, of Grove City, 34, was charged at around 1:50 a.m. Tuesday with disorderly conduct.

At around 12:25 a.m. on Tuesday, an officer responded to a disturbance on the 700-block of Follin Avenue.
At around 2 a.m. on Tuesday, officers responded to a report of a disorderly male in the Emergency Room and Knox Community Hospital.
At around 2:30 a.m. on Tuesday, the Duke & Duchess Shoppe reported that it had received a counterfeit $20 bill.
At around 6 a.m. on Tuesday, officers responded to an alarm at the Dollar General Store on Coshocton Avenue. They checked the exterior of the building and found it to be secure. A keyholder was contacted but did not respond.
At about 1:45 on Tuesday afternoon, an officer responded to a report of the theft of the back of a transfer case (valued at $700) from a 2000 Dodge as it was parked on the 600-block of S. Main Street.
On Tuesday afternoon, a victim reported the theft of her grandchildrens’ bicycles from a porch on the 700-block of W. Chestnut Street sometime between 11 p.m. Monday night and 2 p.m. Tuesday afternoon. The missing bicycles were described as a white girls’ Huffy 14” model with pink and purple trim and a dark green boys’ Mongoose 12” model with black lettering. The victim was not able to provide serial numbers.
